I believe it to be important to have a well and functioning unit. In the heat of combat or more likly in the absence of it, it is easy to offend someone else. It may be a misguided arrow or a bad comment, what is in common for both is that it creates a fraction in our group. Therefor it is of outmost importance that these issues are resolved.
That is why I think we somewhat regarly should meet and discuss these things...using fists, theeths teeth, blades or blunt weapons. Even if you have nothing to discuss, it may be a exellent oportunity to have a shot at trying to beat up a superior officer without any consequences or just keep your skills toned, sparring with an other guardian.
I am still looking for a suitable location. Also since there will be injuries, there has to be personel who can deal with that and are not active participants in the discussions.
Rules:
The first rule of fight club is... you do not talk about fight club. First rule, someone yells "Stop!", goes limp, taps out, the fight is over. Second rule, only two guardians to a fight. Third rule, one fight at a time. Fourth rule, how much protection and weapons of choice are declared before a fight. Fifth rule, fights will go on as long as they have to. Sixth rule, you are allowed to challenge anyone. Anyone is allowed to challenge you.

(( So for the OOC bit. We meet and then we have organised duels. The purpose for this is to have some activities not tied to any ungoing plots. A chance for our characters to take a break from all the doom and gloom.
To make this fit everyone and be fair in a group where we have a huge range of levels, there is diffrent ways to do the duel.
Ingame duel: This is the standard thing that comes with the game. Everyone knows how this works.
Emote duel: This is the RP way to do it. The advantage is that a low level player can fight a high level player without any restrictions. The drawback as I see it is that at some point the participants have to come to a consensus who will win. It can also take quite some time.
Example: IC emote: Sarama aims a fist towards Kestrel's face. whisper ooc to Kestrel: Sarama is drunk to the boot, its a clumsy attempt, but much weight behind it. IC emote: Kestrel dodge most of the fist but is suprised by the wieght of the punsh as it glance her shoulder. IC emote: Kestrel screams like a school girl and start to flap her arms in panic whisper ooc to Sarama: Alright, you are much better figther. I am in awe of your emo-fighting skills. You win. IC emote: Sarama breaths on Kestrel. IC emote: Kestrel passes out from the fumes.
I guess there can also be combinations and other systems, as long as both players agree on what to use it is allowed.
Weapons and armor will also be decided before each duel, this is to add more flavour to the fights. Also I imagine that there might be some honour issues going on, where figthing with barefists and without armor is more appropiate than using weapons. I guess this also can give a good excuse to try to balance duels. Like if Aleithia challenges Sarama on a IG duel, then Sarama can laugh Aleithia in the face, say she can beat Aleithia with her bare fists and and not a thread on her body (I think for these fights tabards should still be worn to save apearance for people passing by).
Alot of that should go on, fixed fights. I know for a fact that I cant win over Serinde in a proper duel unless I get lucky bursts in the begining, but in a IC one, Serinde would probebly go down with the first punch, granted she dont use some imba cheat magic on Sarama.
But at the same time it might be interesting to do it more real when fighting people of equal level. Like I can imagine that Illidor vs Sarama would be a even fight both IC and OOC, and then it might be better to just try your best.
If you notice you are winning to easy, take the chance to play around abit. If it leads to you losing, then you IC underestimated your opponent, something that isnt to far from the truth.

(( A third option is to mix duel and emotes -- basically dance about emoting feints or stuff, fight to 20% or something, back off and repeat as desired. Should look good and have some surprise, and give the chance to even out fights that IC should be but OOC aren't.
Kes will be have a heavy handicap, IC and OOC. First, she'll refuse to involve the wolf, and second there's no IC way to use arrows non-lethally without making them entirely ineffective. ))
